Matthew J. Weaver, PMP, CSM, ITIL
Managing Partner
Matthew Weaver leads the company he founded in 2001. Its products and services reflect his 30-plus years of IT and technical, project, service, and general business management experience at leading commercial, government, and non-profit organizations. Matthew is also an experienced speaker, seminar and workshop leader, instructor, and coach.
A graduate of California State University, Fullerton, Matthew also pursued graduate study at American University. He is a veteran of the U.S. Navy where he trained as an Electronics Technician and Nuclear Reactor Operator.
Matthew holds Project Management Professional (PMP), Certified ScrumMaster (CSM), and ITIL V3 certifications. MCTS (Microsoft Project 2010), Six Sigma Black Belt, Lean, ISO/IEC 20000, and ISO/IEC 27002 certifications are pending.

Brian Horlacher
Director of Business Development
Brian Horlacher leads business development and strategic alliance activities for American Project Management. He brings over 20 years of technology sales, support, and consulting experience from his career at IBM Corporation, which also includes competitive analysis, system architecture, hardware/software development, and systems engineering disciplines. Brian’s professional interest areas include enterprise architecture, business process and performance management (tools & methodologies), business analytics, cloud computing, and enterprise mashup technologies.
Brian holds a Bachelors’ Degree in Computer and Electrical Engineering from Purdue University, as well as a Electrical Engineering Masters’ from Johns Hopkins University Applied Physics Laboratory.
Brian lives in Northern Virginia with his wife, enjoying enjoys golf, tennis, and various parent activities supporting 2 teenage daughters.
